Rotorua Lakes Council (RLC) has a large and significant project portfolio planned over the next five to ten years to deliver on the Rotorua 2030 Vision. Within this include career several defining projects for experienced and talented project managers. A few examples include:
Sir Howard Morrison Performing Arts Centre earthquake strengthening and enhancement - major construction project to improve performance spaces and overall appeal and utilisation of this Category 1 Heritage building.
Whakarewarewa Forest - a large programme of infrastructure investment to support growth and enhanced service into and around the world renowned Whakarewarewa forest and adjoining lakes.
Lakefront revitalisation - a multi-stage transformational redevelopment of the Rotorua Lakefront to create a unique destination and world class lakefront recreational experience.
Given the ongoing project workload our preference is to employ talented project managers internally rather than reliance on external consulting services. As a project manager joining RLC you will be well supported by the recently created Project Management Office and have a role in building the RLC project management capability. Building a professional approach to project management and supporting project managers in their career development is a priority at RLC.

Te Arawa iwi is in partnership with Council and a key stakeholder in the Sir Howard Morrison Performing Arts Centre and the Lakefront revitalisation so a high level of engagement with mana whenua will be required for both these roles. The successful applicants will be expected to initiate contact or hold/attend meetings with mana whenua groups. It is therefore important to have good Mäori pronunciation and proven experience in engaging with Mäori in a culturally appropriate manner.
The successful applicants will functionally report to the Project Management Office Manager and on a day to day basis work closely with the Project Sponsor(s) and cross-functional project teams. You will be tasked with managing and successfully delivering complex construction projects from initiation to close. Being a territorial authority, compliance with all relevant legislation, Council determinations, and Council policies is essential, as is a good understanding of engagement and stakeholder management. To be successful in this role you will have:
- Bachelor’s degree, ideally in business, engineering or related field that demonstrates ability to think critically and solve problems
- 10 years’ experience managing large or complex construction projects and/or programmes
- Formal project management training or certification (e.g. Prince2, PMP, Agile)
- Demonstrated ability to lead project teams
- Demonstrated commercial acumen and understanding of business drivers
- A good understanding of the Treaty of Waitangi and the ability to contribute professionally within a bicultural environment
- Excellent written and verbal communication skills
- Strong attention to detail, high quality standards, and excellent organisational skills
- The ability to understand and apply relevant building legislation and regulations
- Programme Management experience and public sector experience would be an added advantage.
